Overview

The Screening Tool for Equity Analysis of Projects (STEAP) is an interactive mapping tool that allows rapid screening of potential project locations anywhere in the United States to support Title VI, environmental justice, and other socioeconomic data analyses. The tool provides estimates of the socioeconomic characteristics of the resident population surrounding a project location. The core data used to calculate the demographics is the 2017-2021 American Community Survey 5-Year Estimates.

STEAP has a simple user interface that allows users to specify project locations by selecting existing highway segments or drawing lines of proposed roadways on the map. Buffer analysis is performed around selected locations and socioeconomic variables are then calculated for the surrounding areas within the specified distance from the selected locations. The map displays the buffer analysis boundaries and a summary of the socioeconomic data is presented in PDF and Excel reports that are available for viewing and download.

STEAP allows FHWA, State DOTs, MPOs or other local agencies to generate equity analysis project profile reports without the need for GIS specialists to perform the work.

    How to use the STEAP tool

    Before you begin a STEAP analysis...

    Click Layers menu item screenshot to view all layers available for display in the map. Click the visibility toggle Visibility toggle button screenshot next to a layer to turn its visiblity on or off. Some layers also offer additional options to change their filters or symbology. Click the icons to the right of a layer's name, where available, to access additional display options for the layer.

    Next, click Launch STEAP menu item screenshot. This will open up the STEAP tool in a panel on the right-hand side of your screen.

    Step 1: Specify project locations

    Specify project locations using one of the following options:

    1. From Sketch: Use the sketch tools to draw points Point button screenshot, lines Line button screenshot, and/or polygons Polygon button screenshot representing the location of your project.
    2. From Layer: Use the "Select Layer" drop-down menu to choose which layer you want to use for selecting locations. (The "National Highway System" layer is available as the current default option.) In the map, click on segments of the layer that you want to add to the selection that will be used to generate your analysis. Selected segments will be highlighted after you click. If you make a mistake, click the Erase button screenshot button to switch into deselect mode, then click on the segments that you want to remove from your selection. To switch back into select mode, click the Select button screenshot button.

    Step 2: Define a buffer

    Select the buffer size you want to use. Click Buffer button screenshot to generate and preview the buffer area around your project.

    Step 3: Generate report

    Select which of the following report options you want as an output:

    • PDF Report: Display a PDF report featuring a map of your selected buffer area, along with formatted tables summarizing various socioeconomic characteristics for the buffer area. You may use your browser's download button to download this report to your computer.
    • Detailed Excel Report: Download an Excel report featuring all socioeconomic characteristics data in machine-readable format. This includes characteristics of the buffer area, as well as characteristics for all counties and states that the buffer area intersects.

    Click the Report button screenshot button to generate your report. This will open up your report PDF in a new tab in your browser and/or kick off the download of your Excel report.
